  6. More so than other councils in New Zealand, the Auckland Council uses council-controlled organisations (CCOs) to perform many of its activities. For this reason, the data presented includes Auckland CCO information and excludes CCO data for all other councils.
  7. This information excludes data from the Kaikoura District Council, persuant to the Hurunui/Kaikōura Earthquakes Recovery (Local Government Act 2002—Kaikoura District 3-Year Plan) Order 2018. The Order, which came into effect on 30 March 2018, means the Kaikoura District Council will operate under a customised three-year plan in place of the standard ten-year long-term plan. The three-year plan will focus on recovery efforts and may be downloaded from the council's website. In 2021, the Council will return to the standard planning requirements under the Local Government Act 2002.
  8. The figures do not include any amendments that may have been made by councils after LTPs were adopted, such as in subsequent annual plans.
  9. Each council has adopted different assumptions. The key assumptions are generally about demographics, inflation and spending intentions. For details about the specific assumptions adopted by councils please refer to their individual LTP.
  10. As each council’s LTP may be presented differently, the Department of Internal Affairs has interpreted the data from the LTP statements against a consistent framework as described in the "Data Dictionary" for this dataset.
  11. The “Download Data” section of this website provides a consolidated set of councils’ LTP financial data in Excel pivot table format, as well as the "Data Dictionary" and further notes about this dataset.
