Gisborne District Council Activities

Council Purpose

The Local Government Act 2002 envisages a clear separation of roles and responsibilities between elected members and management. The office of the Mayor has additional characteristics created as much by custom as by legislation. The purpose of the political arm of the Gisborne District Council (“the Council”) is to enable democratic local decision making to promote the social, economic, environmental and cultural well-being of the Gisborne District in the present and for the future. In meeting its purpose the Council has a variety of roles, including but not limited to:
  • Formulating the District’s strategic direction in partnership with the community – through the Long Term Council Community Plan (LTCCP) and reporting on progress made in achieving identified Community Outcomes
  • Determining the services and activities to be undertaken by the council
  • Administering various regulations and up-holding the law, including the formulation and enforcement of bylaws
  • Managing local infrastructure of the district’s various communities, including network infrastructure as applicable (e.g. roads, sewage, water, stormwater) and community facilities (library, parks, reserves and recreational facilities)
  • Facilitating solutions to meet district needs
  • Advocating on behalf of the local communities with central government, other local authorities and other agencies
  • Environmental management through the Proposed Gisborne District Combined Regional Land and District Plan and other environmental plans
  • Ensuring local communities are encouraged to be part of the decision making processes of local government
  • Ensuring effective succession of Elected Members
