Hawke's Bay Regional Council Activities

Council Purpose

The Hawke’s Bay Regional Council has been established as part of the framework of Local Government whose purpose is to enable democratic local decision-making and action by, and on behalf of, communities. These decisions and actions are to promote the social, economic, environmental, and cultural well-being of communities, in the present and for the future. All Councils now have the full capacity, rights, powers and privileges to carry on or undertake any activity or business, do any act, or enter into any transaction. However, the Regional Council must exercise these powers wholly or principally for the benefit of all or a significant part of its region and not for the benefit of a single district. These statutes have, to date, principally directed and determined the present activities of the Council. Responsibility of Council includes:
  • Formulating the region’s strategic direction in consultation with the community – the Long Term Council Community Plan (LTCCP)
  • Determining the services and activities to be undertaken
  • Managing principal tasks
  • Administering various regulations and upholding the law
  • Monitoring the delivery of the planned outputs included in the LTCCP and Annual Plan
  • Ensuring the integrity of the management control system
  • Safeguarding the public interest
  • Ensuring effective succession of elected members
  • Reporting to ratepayers
To achieve these goals the Council has the following group of activities:

  • Hazard Management
  • Land Transport
  • Economic, Cultural and Social Well-being
  • Community Representation

Council Activities

During 2003/04 the Council advised its community that it undertook the following activities. N.B. There is no single agreed standard set of categories for councils to describe their activities.Council activities listed below are not necessarily in order of preference or priority.
